It is actually in both Missouri and in Kansas. It is just how the city grew that determined where it was located. The state line was there a long time before the city.

Kansas City orginally existed in the Kansas Territory. A small section of Missouri, the NW portion or the Pony Express region was not added until Missouri applied for and recived statehood in 1821. While at that tim Kansas City was more of a village, than an actual city, St. Joesph (hometown of PonyExpress, the an old ime form to FedEx and UPS),now suburbana neighbor was not and neither was Independence, Missouri-(Oregon Trail started here), also a very important suburb outside K.C.-MO . "Kansas City" actual emerged as a railway midpoint between the Dodge City & Wichita line and the line that connected Independnce and St. Joesph. This new railroad later became known as the Katy Trail. At the same time it was to be drawn, the Nebraska territory, where St. Joesph once "was" was purchased by Missouri to connect to Independence. Since Kansas and Missouri both needed a central connecting point, but the Kansas Territory existed first, Kansas would get the name of the new railway hub. There was one problem--Kansas was not yet a state. In order to incorperate part of the new detination point as a federal railway hub (which the Katy Trail was to become), its major midway point had to be in an actual state, so that is why Kansas City is both in Missouri and Kansas. The Missouri River did not seperate all of Kansas City either. What could not be seperated by it is now seperated by State Line Road.
