I would say that it determines the values of the nation...are they capitalist, democratic, imperialist, communist. Amongst all these isms and ists are the ideals you found your country on, it helps determine how you want to run it what are the country's goals who has rights who doesnt, how will that country intern relate to other countries what role do they want to take in the global economy or global politics.
The philosphies of Benjamin Franklin John Locke etc, helped to build the nation we have today which has then influenced the creation of many other nations for better or worse. Philosphy can have a profound influence on the direction of any country.
