On the Federal level that would be your Legislature. Judical and Executive do not make the laws. Judicial only argues the Consititionality of the laws. The Executive only signs or vetos Legislatively passed laws that come to it.

Well, there could be a list of 5 if you mean anyone who majorly AFFECTS the laws. For instance, citizens can be included if you think that they can propose a bill (which becomes a law). Then there is the house of representatives who vote on the bill. Then, Senate if the bill passes with 2/3 vote of the house of representatives. Then, if the bill passes, it goes to the president who can instantly allow it as a law or veto (deny) it. If the president vetoes it, it is given to congress to decide. If Congress passes it with 2/3 of the Congresses vote, It becomes a law.
So, the answer is citizens, house of representatives, senate, president, and congress.

there are three branches of government: executive (the president), legislative and judicial.
laws can be proposed by the executive. the legislative can also do it. legislative branch includes the senate and the house of representatives.
the judicial branch, even though their role is more of interpreting and enforcing laws, can also modify them.
