It isn't. Bleeding people to near death was once thought to be a remedy for most ailments as well.

Rotfl Isn't that what Jack patched his crown with after he and Jill went tumbling down? Seriously, it is thought that mixing vinegar with brown paper can create a chemical reaction which produces a substance called DMSO. DMSO is a topical analgesic, so yes, if Jack had a sore crown, the right ammount of vinegar and brown paper could produce a substance that would make it hurt less on the surface.
