The federal legislative branch makes laws (made up of The House of Representatives and the Senate)
The President of the United States can make laws in the form of Executive Orders (like going to war sort of)
Judges can make laws (called judge-made law or common law)
On the State level, a State Representative, State Senator, and Governor makes laws.
On the local level, City Councils makes "laws" called city ordinances.

Congress passes all laws for the federal government. States and cities pass local laws. The more stringent law of state and federal is usually the law which applied. How they are interpreted is decided by case law, which is a court decision pertaining to a certain law.
