Part of the 50 states commemorative quarters program of the US mint. 5 states each year for 10 years. SD was #5 for 2006, North Dakota was #4. We're deluged by ND's, but no SD's seen here.

They are distributed from the mints to banks. If the local banks are not requesting quarters, they sit. Since SD was the last one of 2006, it may just take longer. They are not wide spread in California either.
