The military version HUMVEE is the ultimate offroad vehicle, the civilian HUMMER, not the H2 or H3 is the same vehicle just not painted OD green. The new hummers H2/H3 are both modified Chevrolet Tahoes. As the driveline on the H2/H3 sits below the framerails of the vehicle. Where the original HUMVEE/HUMMER's driveline sits well within the frame protecting it from damage, plus giving a higher ground clearance. Yes the original humvee is expensive, but then again if you are going to abuse it offroad you would be money ahead to buy the real thing not GM's imitation wannabe humvees.

It depends on how you mean "better" a real Hummer has very little interior foot room (in the front) and far less comfort features. It does WAY better off road however that is not why 99.9% of private citizens who own Hummers buy them... they buy them for the bling factor. In the realm of bling the civilian Hummer is way "better".

If you are asking about H1 compared to the HMMWV, the military version is going to be much noiser (no sound insulating material)and have a much cruder material. It is built for utility not for comfort.
If you are asking about a H1 compared to an H2, the H2 is a dressed up Chevy Tahoe. The H1 is a completed different animal. If you drive a H1 on the road, you are essentially just showing off, but off road the H2 cannot go everywhere an H1 can.
