because in order for a territory to become a state, it must meet the population requirements, and since the population that was needed was spread out in that shape, that's the shape the state became. Plus, previous states affected the shapes of future states.

the states that have a funny shape are usually like that because of rivers or mountains, if a state is like a square that's just what someone decided.

to me they didnt plan and dont have a shape pure hazard
