I believe that he would have won 2 or 3 titles, but the disaster that struck Williams in 1994 wouldn't have gone away. No idea if it could have struck Alesi if he had been in the Williams.
But there are too many "what if"'s now. What if... what if... what if... Just get over the past but remember the moments that made it.

Alesi was (and is) a very talented driver. And someone that did suffer much ill fortune in Formula 1. And if he was with a competitive team, he would have amassed more than the single career win. But I don't think it would have amounted to much more.
You mention it took Schumacher a few years to win a championship at Ferrari... yet in his first year there, he still managed three times as many wins as Alesi did his entire career. Brawn's legacy was still very secure at Benetton at this point, and only starting to take over at Ferrari.
Alesi's drive at Spa was good, but it is not exactly on par with some of the drives Senna had in the wet; Schumacher's run while stuck in fifth; or so many others.
If Alesi had joined Williams at the height of their acheivement he would have won more races, and probably contended once or twice for a title. However, his chance of winning would depend on there being no other contender, and there were other contenders driving at that point. So the world championships he'd have won would have likely been the same.

as a 16 year old f1 fan i don`t remember the beginning of his career but in the latter years of his career he looked just as accomplished as ant other driver. the fact that in the end he ended up at Sauber, Prost and Jordon was a bit unfortunate for what could have been a great career.
To be honnest, I don't think much would have changed if he went to Williams instead of Ferrari, as much as I liked him when he raced in Formula One, I don't think he had what it took to be a World Champion.
If he had gone to Williams in 91 or 92, he would have had to team-up with Mansell and that would have made him the team's second driver, so he might have won one or two races and that's pretty much how far it goes.

I will give it to him that he was a strong driver and his performance at Spa in 1998 was sensational, however one must also see that all the favorites had been knocked out of the race and things might have been different if the race had not been so chaotic.
