We own a deli. I want to open up my wireless for free. Is there a front end program that I can put up a splash screen and let them log into my wifi. I will not charge but I only want to let the people in the deli use the wifi. If my neighbors are using my wifi, I want to be able to boot them off, essentially making it a hassle for them. This wouldnt be all the time but I want to monitor who is on the system at any given time. There are programs out there but they are all for cyber cafes and people who are charging for them to access.

The wireless router you will use will more then likely have all these capabilities.

There is a company called Mikrotik (http://www.mikrotik.com/) that sells a software package that does exactly what you are referring to. However, it isn't free (albeit it isn't expensive, either).

The same can be done for less with Chillispot (http://www.dd-wrt.com/wiki/index.php/Chillispot) and a Linksys (or other) router running dd-wrt.
