i have this image i made on ps7, and i had heard that you can take like a little peice of the image or the whole image and make it a link, i dont know to describe it further, but hopefully you all known what i'm talking about. if anybody knows how to do this it would greatly appreciated.

Switch to image ready, and make the section you want to click on a slice, give it a web address, save it in html.

Did that guy say 13 years

About image maps (ImageReady)
Image maps link an area of an image to a URL. You can set up multiple linked areas—called image map areas—in an image, with links to other web pages or multimedia files.
When choosing between using slices or image maps to create hyperlinks, consider the following:
Using image maps keeps the exported image intact as a single file, whereas using slices causes the image to be exported as separate files (one per slice).
With image maps, you can link circular, polygonal, or rectangular areas in an image; with slices you can link only rectangular areas.
Image maps do not allow as much flexibility in optimization as slices.
Note: To avoid unexpected results, do not create image map areas in slices that contain URL links—some browsers ignore either the image map links or the slice links.
You can create image map areas using an Image Map tool or a layer, and then set options for the image map sections in the Image Map palette.
Tool-based image map areas. Create these using an Image Map tool; drag in the image to define the image map area.
Layer-based image map areas. Create these from a layer; the layer’s content defines the shape of the image map area. If you edit the layer’s content, the image map area automatically adjusts to accommodate the change.
Note: If you add a rollover effect to an image map area, the area becomes a new slice.
