Clinton had the highest surplus in the history of the U.S.
Clinton never started a war based on lies.
Bush had 5 of the highest deficits in the history of the U.S.
Bush lied to start a war.
There are many other reasons, but these should be sufficient to call Clinton the better President/Commander in Chief.

Oh, they are a lot alike. I like President Clinton best, I think he was the best president.
However, President Bush is the best and most liberal president we have had since President Clinton. President Bush is almost as honest as President Clinton.

Bill Clinton. Yes, I realize he may not have been the most moral person in his private life (neither has George Bush), but during his presidency we had a surplus instead of a deficit, we had the respect of the world and he is intelligent and likable. Say what you may about the fact that he lied about Monica Lewinsky, but remember, Bush lied about why we went to war and continues to lie and snub the Geneva Convention. He has been an embarrassment to the USA

Bill Clinton lied under oath under about his sex life.
Where as George Bush refused to go under oath about the events of 9/11.

On the whole, I think Bush is much more serious about the job and more willing to tackle the tough issues.
Clinton, in retrospect, seemed to want to "coast" and kick serious problems down the road.
He was (and still is) indeed much more popular than Bush, in much the way a college student who takes all "cake" courses may have a higher GPA than a serious student.
At the end, the high numbers don't translate into much in the way of accomplishment in either case.
