a complaint because my ex fiancee works at time warner and got onto my moms billing info for no reason. We contacted the sheriff and they filed a report. They said this is more federal than anything. Is it the FTC?

This is a law enforcement problem. Contact the U.S. attorney's office and they will direct you to an agent at the FBI that handles these types of crimes.

Yes, try the FTC. Also contact Time Warner and threaten to sue them for invasion of privacy.
Ask for $10 k, you should get a check within the week!
