I recently took a novel writing class, and this is what I learned:

#1. You MUST have a completed book or manuscript.

#2 Find an agent to represent you. Use google to find one who works with your type of topic. They DO NOT require payment unless your book is picked up.

#3 The agent then approaches various editors, who in turn pitch the idea to a publisher.

Learn how to sell yourself and sell the story.

For a movie, you have to sell your idea to a literary agent that accepts unsolicited manuscripts. Best bet would be NYC, Hollywood/LA too political.
