some how i actadently put restrictions on my computer and i dont know how to get them off

It really depends on where you put them, and where they exist.
If your PC is not networked, then Look at the system properties in Control Panel for broad details.
If it is folder restrictions, then you will have to go in as administrator for your PC and change the file/folder/system details. You can change almost anything as administrator, and reverse a lot of errors.It is all just a matter of where the issue is located.

Depends, if the restrictions are by a thrid-party (a software) it's task can be easily killed but will startup on next boot. you can get some softwares to help you uninstall the restriction software, but mostly the whole system is controlled by the Administrator and you can't do anything about that but re-installing windows completely.
