The problem is not quite clear.

It seems to me "permutations" here means "variations". Each of the five voters can go voting or not. Therefore, you have 2^5 = 32 different permutations.

i dont know what a voter is
but with 5 different objects you can make 5 ! permutations
5! = 5*4*3*2*1
