Base is possible number of different units in each position.

Base 10 has 10 different numbers: 0, 1, 2, 3, 4, 5, 6, 7, 8, 9
Base 2 has 2 different numbers: 0, 1

The highest number possible in each base is 1 less than the base (e.g. for base 6, the highest possible value in each position is 5)
