1st work on your grammar. 2nd just ask her out. You don't wanna walk up to some random girl and blurt out "I LOVE YOU!!!" You don't know if she even knows you're alive, let alone whether or not she's interested in you too. If you get closer to the girl you might find that she's not actually what you're interested in.
So to answer your question, to tell her that you love her find out if you do first by getting to know her better.

Well don't waste your time because you can regret it after just find the right moment, I'm sure you will know when, but don't let the days go by. If you can't find a good moment make it, invite her somewhere that you guys can be alone. Try a public place or the movies, maybe a place she loves.

man...u just dont tell a person that u love her dog...its..wierd...listen now this is my opinion ok bro...so..u start off by gettin closer to her as arelationship and get soo close that u start loving each other and well who knows in the future family..so..how would u do this. Ask her to like join you or go get a drink with you or ask her if she wants to come with u to do sometin like movie or anytin..then little by little you get closer and well give her the first kiss from then on ..bam man its up to u at least u SHOW HER u love her man...MY OPINION man

Why don't you try talking to her on a regular basis and just be yourself. If she starts wanting to talk to you on her own you are in. If she doesn't, you could ask her to go to the movies with you and some friends so she can choose to talk to you. If she has a great time ask her out on your own.

You watch too many Bollywood movies dude. Instead of telling her you love her which you don't ask her out on a date, and if you don't have the balls to muster up that question forget it then.

im kinda haveing the same problem and haven't resolveit but from what got well i think if shes with some1 u should wait if shes single u should i guess ask her out or throuhg an email that way if she rejects it won't hurt as much

on valentines day, give her a coffee cup with hartz on it and with little red foil covered chocolate herdhey kisses inside. then attach a note on it expresing ur feelings. it works!
