This happens to a hot water heater when there is a large buildup of calcium in the bottom of the tank. One is essentially heating up a large rock or concrete slab in the bottom of the tank which poorly heats what little water is covering the buildup. Occasional draining of the water tank is the method suggested to prevent this buildup and hardening. Once there is buildup I don't know what can be done other than replace the water heater.

If your boiler has a sidearm instead of a hot water heater then your heat exchanger mostlikely needs to be replaced. On the bottom frontside of the sidearm there should be a control to adjust the temp. if you turn the temp. up and it still doesnt help then call a plumber. If it is a regualar hot water heater and its over seven years old it should just about be ready to stop working any ways. So I would just replace it if its that old.

Have your "boiler" or water heater checked. It may be going out - but if you're lucky, the temperature gauge just may need to be adjusted.
