I am giving my PC to someone else as I have a laptop now; I have cleaned out all my files etc. I want to make sure Outlook and its associated PST file cannot be reinstalled? Other than uninstalling Outlook completely from the machine and deleting my PST file - What else can I do to make certain my emails cannot be retrieved and read by someone else?

You could copy something crap over the top of the .pst file.
If anyone does manage to undelete it, they will undelete the crap file.
At the end of the day, I suspect that you will have to buy a removal tool, or format the disk to be really sure.

You could put a password on it so that it is encrypted before deleting it. That should be enough.

It depends how paranoid you want to be. The only way to be really sure is to remove the hard disk and smash it to bits.
