The should be able to present their certificate with the university's official stamp and seal on. If you have any doubt as to the authenticity of the certificate you will have to contact the university.
Other than that, you can't. You just have to ask them and hope they don't lie.

Ask to see thier certificate; then write to the university concerned and ask them to confirm details on it (if you have doubts about its validity.)
