The video shows that saddam seemingly refused to wear the hood over his head, so it was wrapped around his neck. Theories, theories and more theories, I could also add to your "alleged" hanging theory by pointing out the absence of coverage by the world media - AJ, CNN, AP, UPI, etc... from his capture, the trial, hunger strike, etc. was widely publicized, but in the end a camera video phone? I guess for the same reason we swab the arm before the lethal injection...we don't want a last second infection...and they did not want an already nasty looking man looking worst because of rope burn around the neck...

I guess to prevent rope burn. They wouldn't want him to look bad at his wake, and they wanted to treat him humanely while he was being hanged. Kinda like injecting someone with a tranquilizer before executing them in America. Or a police officer covering someone's head with their hand as they are being put into a police car, after the suspect has been beaten by the police. (Not that the suspect didn't deserve to be beaten, if you know what I mean.)

Saddam was supposed to be wearing a hood over his face, which is traditional for hanging. The audience isn't supposed to see the victim's face. Saddam refused to wear it, and as such the hangmen tied it around his neck.

The cloth was a hood that Sadam refused to wear, so the man that offered it to him wrapped it around his neck instead. Presumably to make the rope more comfortable!

they always do that so the people watching can not see his face and so the body is not seperated from the head. Well, usually people have the cloth put over the whole head including the face, so maybe they just wrapped that cloth around his neck to show that it was actually him.

Then they explained the rope would cut deeply into his neck (you can see them Gesturing on the video), so he agreed to let them wrap the scarf he wore to the execution under the noose to minimize damage to the flesh.

Unfortunately, it did not work, and a horrible gash is visible on the videos.

the custom is to have a hood on your neck when you hang somebody (so that the sight isn't so dreadful for the viewers), Saddam refused the hood so they gave him a cloth.
