To reformat your hard disk drive, simply boot from your original Microsoft Windows Opersting System CD.

If you don't have your original Microsoft Windows CD, you will have to contact your computer vendor for replacement media, or purchase a new copy.

you need either a recovery CD or an original windows CD to reinstall. If you format the PC from DOS you will end up with a hard drive with absolutely nothing on it.

What version of windows are you using, if it is XP it is not DOS as XP doesn't start in DOS. It could be the bootloader of the PC has become faulty and it is not able to boot from the hard disk, this can usually be fixed using a windows install CD and using recovery console

You don't need anything to format a hard drive just an understanding of dos commands. If you don't know them you had better get someone who does to sit next to you . Formatting is a last resort and as already mentioned you need all the software to put back on.
