you need to prove yourself first, send your resume to agencies and see who will pick you up, you will not start off with a great agent but if you are good enough you will end up with a good one.

Get together with other people in your situation and put on a showcase that shows everbody's skills and potentials. Invite all the agents you can and give them your CV. This worked for my husband and he now has a great agent!
