No7 do a range called Colour Miracle (£7) :

"Colour Miracle is polish with a surprising twist. By day, the light, pretty shades are demure enough for the office. At night, paint on a quick coat of clear varnish and it transforms into a spectacularly deep, glossy shade - the kind that normally takes years of practice, a steady hand and a spare 20 minutes to get right. From soft and subtle to deep and dramatic - just like that.."

OPI did a range called Sea the Change. It was a pale green which when you had the black undercoat varnish underneath it changed pink.
You can't get it in the UK but they do have it in the US. I've seen it on Ebay.
