What is the foam hanging down from the underside of my Prius car?

It is just 1 foot behind the forward bumper.

It sounds like a foam panel they use inbetween plastic body panels. Did you crash? My Honda had a foam bar in the back under the plastic bumper.

its part of the bumper...foam sit between metal part of bumper and plastic part.
