Michael,
Hate to be the bearer of bad news, but I think it's obvious....
...it's reacting to the shellacking that Michigan got last night.

Its probably not dying, goldfish are REALLY prone to swim bladder problems because there swim bladders are connected to their digestive tracks, that's why goldfish can blow bubbles and most other fish can't.
However, the stress of being upside down is going to make the problem worse and it could die from that. Or if this is a symptom of something else...
I could give you a small book of information here, but its going to be easier for you to search it yourself and look at other symptoms too. In the mean time, add a little AQUARIUM salt to your tank. NOT TABLE SALT!
Check out www.fishsempi.com , www.koivet.com and search "Joanne's Diagnosis by Poop".
IF your goldfish was lacking oxygen he would be attempting to breath from the surface, look like he's yawning, gaping, and most likely lying on the bottom. NOT belly up, that's a swim bladder problem, sign of internal infection (bacteria making gas) or really bad constipation. Some people have a ballast surgerically put in their fish to correct for constant swim bladder trouble.
Good luck

If it is upright but gasping at the surface it is due to poor water quality and /or lack of oxygen.Try changing the water and/or get a pump to aerate the wate.
If it is on its side and breathing it probably means it has a swim bladder problem This hopefully will clear itself up( my fish's did),you could try some tonic salts.
If it is totally upside down,it is probably dead by now.

I have a fantail that does the same thing. It's a swim-bladder problem. Don't feed it so much for the next day, but put a lettuce leaf in the tank. This really helps with constipation, which your fish may have. Mine goes like this every month or so, but recovers

Your goldfish is probably dieing from eather not enough oxygen, bad water, swimblater infection ( because it's ffloating upside down). You should consult an expert for ferther details and tretment.

Sounds like swim bladder infection. (The organ that allows it to float). Try changing it's diet. A chopped frozen pea is often good. Don't feed it flakes as they tend to gulp at the surface. Floating pellets sometimes help or blood worm. The pea does work a treat though. Good luck

That happens due to the presence of ammonia on the water. The fish feces are rich in ammonia which is very toxic, it is probably dying. Change the water and put a bubble device on your waterbox in order for your fish to be able to breath. Regards, Gabriel.

He may not be getting enough oxygen at the bottom of the tank so he stays at the top. Now if you have a filter it may be broken and if you don't then you may need to get one.

I don;'t think it is very well. You need to sort out the water quality as soon as possible. Don't try to feed it too much while it is like this as it won't bother eating it and will just make the water get dirty.

The pet shop man told me my goldfish died because of that and something to do with not processing the food correctly. So sorry to tell you. :(
