The only way to make sure is to go to the hospital and have a D & C (dilation and currettage) in which they scrape the uterus. Not everyone needs this procedure, but a woman should always go to the ER after miscarrying. An ultrasound can determine whether or not the D & C is necessary.

There's not a law or anything... although I believe Virginia did try to pass legislation requiring the reporting of miscarriages as an anti-choice measure. The bill got skunked.
If you have miscarried, you should see a doctor. Most miscarriages are uncomplicated, but incomplete miscarriages can have serious consequences to your health and future fertility.

The biggest worry is sepsis which is fatal and could lead to a hysterectomy. (Removing the uterus). If you know someone who had a miscarriage please advise her to go see an OB/GYN.
