Spalding is the official maker of NBA balls. I called them and they said 29.5-29.75 inches listed as size 7 ball full size. 28.5 is a women or youth size.
Rule 1 in the NBA handbook lists the equipment and dimesions for courts hoops floor markings and such.

The inches of a ball is not listed there. The following is the listing on ball rules. Actually the ball is regulation at a pressure of 7 and 1/2 lbs to 8 and 1/2 lbs pressure. Inches is not listed nor is size 7 surprisingly. 28.5 is a size 6.
An interesting fact is the inside diameter of a hoop is 18 inches in diameter and two fully inflated basketballs can pass through the inside a hoop at the same time. I have done this and was taught this and use it in coaching kids to see how easy it is to shoot a ball through the hoop.
SO therefore the dimesions may be variable by a tiny amount but officially it is size 7 and 29.5

NBA sized basketballs are 29.5 inches in circumference and most stores have that size and women size (28.5). So the price for one starts at about $10 - $15 and goes up as the quality of the ball goes up.

they are listed as a size 7 or 29.5 in. they are actually measured at 25.5 in. this is to make the players appear to be better shooters, it also allows most players to palm the ball for easy slam dunks. that is why when you go to the fair and try to shoot a basket to win a stuffed animal, the ball is always too big and rarely goes in...because they are using the normal size ball the nba should be using.
