Sure, try googling for "free samples" or "free synth patches".
There are also many many free virtual instruments on the web. do a search for "free VST instrument downloads".
It also depends on your process. If you have a sampler then a good idea is to record your own sounds, or friends who have instruments. If you have the cash, get an all round synth like the Moog Voyager which you can use to sculpt your own sounds on. A good synth is capable of making all drum sounds and every kind of bassline to pad sound. If your budget is tight, go the freeware softsynth route and then manipulate these sounds to make them your own. old vinyl is also a good source as most of the sounds were recorded on amazing old equipment and pressed to full res records. Just be aware that sampling off records is not legal, so try to take only tiny pieces like a single snare hit off a jazz record or a single note etc and make it your own.
