The complex offers broadband for a bit over $40 a month. I could get DSL service that is incredibly faster for about $35 a month. But the apartment complex has blocked the phone company from doing it. How is this legal? The complex has 1 line that they share for the entire place so we're talk kb/sec download speeds instead of Mb/sec.

I failed to mention that several people in my building do have Internet service from the phone company (I'm not quite sure how they finagled them into it, but they did). And the complex does not own the phone services. Only internet and cable. So in essence, I can get a phone line installed, but not an internet line.
Broadband is not an option due to the whole cable thing. The only thing left is dial up which does not solve the problem at all.
