1. Metals are the best conductors of electricity, so solids (since most metals are solids) would be the best conductors.
2. Solids have the closest packed atoms, therefore, they will conduct electricity better.
3.Yes, there is a link between good conductors and particle arrangement. Solids have uniform atom arrangements and this allows for better current carrying.
Gases do not conduct electricity well as their atoms are scattered.
Liquids, in some circumstances, can carry current; however, because liquids can't be compressed past a certain point, their atoms are not as orderly as those in a solid.

I believe solids are the best conductors.
Solids have particles closest together.
Metals are good conducters, but I'm not sure about the arrangements of particles.

1) you can not say that generally. there are solids that doesnt conduct, there are ionised gases that conduct, ther are liwuids that conduct.
