No, educators should encourage higher level thinking every chance they get. Teachers fall to easily into the rut of asking who or what questions and often dont encourage higher level thinking. I have listebed to audio tapes of mysef teaching and when I count the types of questions I ask it makes me aware that I need to improve in this area. Most teachers probably can.

Unfortunately, No. It is used in conjunction with higher level thinking questions to prepare for many state achievement/proficiency tests. Our district provided us with a flip chart copy which gives a list of words to use in making up questions that fit each level of Bloom's.
