I heard at the end of a chess game when a player only has a king left and the other player has more pieces left the king for the player with only the king left has a certain number of moves. If the player suceeds the number of moves the game is tied. How much moves is it?

Here is the deal. The player with the king only cannot win. He must play for a draw. A draw will occur when no pieces have been taken or no pawn moved in fifty moves or when the same position has occurred 3 times. I believe that you are referring to the fifty move rule.

As above, but check out "Threefold repetition" in Wikipedia.
With only the king left this is likely to be the case sooner or later.

There are no official rules stating that the king has limited moves.

Hebrew Scared has the right answer. It's the 50-move rule.
