The World Bank and IMF are responsible for providing developing countries with funding to capitalize on dept and revenue generation.
The World Bank has frequently given countries loans to help pay off foreign debts. This has happened with Mexico and Indonesia in the last 20 years. It also helps countries afford export taxes in an effort to level the playing field of the global community. This would help countries offer products to foreign markets, thereby increasing revenues instead of devaluing currencies in order to pay debts.

World Bank is a bunch of Hob Knobs. They try to fill old vine cask with new vine and the results are inevitable as happened in African countries like Somalia. Countries like India and China which incorporated their own local brand of Financial Control escaped the aftermath of interference by IMF and World bank. It created trouble in East Asian Economies by following their directives. Argentina is another example.
When I said new vine in old casks I mean, pushing the market agenda in countries which are tribal, sectarian and old world like in existense.
