Because most indigenous peoples have not gone through the typical steps of civilization ex: Industrial revolution etc...

However these are cultural standards and do not reflect a peoples ability to be a civil race since "civil" is an invention of the people who consider themselves civil and so it really has no basis in reality.

I think that the term "primitive" has become less and less used in academia. Nevertheless, I would guess that people use the term when discussing indigenous people because of the simple tools and methods employed for everyday living. Not to say that living this way would be easy, just that they are not using advances to make their lives easier.

I think the blanket term "primitive" was generally meant to mean technologically less advanced and politically less complex. The term became controversial when we came to the realization that primitive as a blanket characterization would also mean socially and mentally primitive. The term can still be used in academia, but should be directed more specifically (i.e. people are not primitive, but their sewage system could be).

Because people only see or notice the "primative" aspects of their society. Their more advanced characteristics may take time to recognize. It's the same way people assume westerners are civilized.

their not if you go to europe, but yea, they are everywhere else. at least some of them have dignity though,
