You can Believe that there is Justice, but wether you think there is Justice, thats another matter.
Mostly it is Judicial Theatre. Like one band said "The rich get richer, the Poor get the Picture, The bombs never hit you when you are down so low"...
I Think there is a Higher Justice, and I try and work towards that, even if I get a raw deal, thats no reason that I should be unfair. I have seen that the axiom, "What Goes around comes around" is so true. But then that begs the question of what is true. All I can say there is that my experience bears certain things out.
My Father was a Lawyer for 30 years, and he was a Defense Lawyer. He was an "Utter Bastard" in the Australian Sense of the Word, but that allowed him to act in the Theatre called the Judicial system.
One great explanation of this quandry is the very readable book "WHEN BAD THINGS HAPPEN TO GOOD PEOPLE". I still think that a degree of Justice exists; I don't believe that this is so, I know it, more in the Gnostic sense.
This is a very large topic. Many books have been written on this topic, none with a full answer, but some with a degree of truth in them.

Life is a series of character building experiences.
If God gives a gift it usually comes in the shape of a problem, and the learning gets passed down the chain of evolution.
Sadly, as a result of human inadequesy, many people fall through the cracks of tragedy and yet the same balance of justice, and injustice exists in the world where there are the have's, and the have-nots.
Order is present, and so is dis-order

No, as nature does not promote that concept. Even the USA 'justice' system is totally misnamed. They have NO concept of justice. They only want to 'win' even if they get the wrong person into their claws (and thus guarantee the guilty person a free pass)..

Yes.
Nations/cultures TRY to quantify it, but (as was noted above) seem to fail quite often.
There is no "justice bank" from which we can make withdrawals when the time or moment suits us.
We make our OWN justice through our own actions as tempered through vigilance, integrity, compassion, and forgiveness.

No, but we are just human beings.
There is a higher power which i believe, will settle it all.
As long as we are aware of our own actions and how it affects others, justice will be given in the in the necessary degree.

There is ultimate justice. We will each stand before God and receive it for the actions we have done. Our only hope is MERCY through the grace of God through Jesus.

Justice is all in our hands: our cultural, moral and legal system, in our consciousness. If it is true that there is no justice in this world, than these systems do not function well.

I think that the ultimate reward for good people (that are saved by Christ) will be in heaven. And the bad people will receive what is due them.

Depends. Sometimes that way sometimes this way. I don't believe that good people always win. It's a popular culture cliche.
