Well the very nature of a dictatorship (and centrally controlled governments) is that there is no separation of powers. As for the rule of law, dictatorships and the like generally strictly adhere to the law, since they decide what the laws will be.

Non-democratic countries adhere to the rule of International Law, usually. Separation of Powers is a Federal Republican concept, and isn't always implemented in democratic societies.

by definition a democratic country is ruled by the majority vote
many Communist countries had votes
other countries rig the elections
only USA has seperation of powers
