This is a common issue in the winter. Condensation forms on the windows and mold will begin to grow.
The first thing you need to do is reduce the humidity in the house. Keep between 30%-50% to prevent mold grom growing.
Once you have done that, the problem should be solved. Mist the area with water, then clean with a mild detergent then dry thoroughly. You may add bleach in the mix if you want, but it WILL NOT kill the mold.

Take a Q tip and dip it into bleach. Run along the mildew to kill it. You are getting too much dampness, that is why the mildew is growing. Need to recaulk your windows.

Bleach and water solution, 1 part bleach to 10 parts water, spray it on and wipe it off. If there is any condensation build up, wipe it up on a regular basis
