Normally the file is deleted and the portion of the hard disk that it was on is overwritten a few times either by zeroes or by random data.

Nrmally when a file is deleted the listing for the file is removed and the disc space made available fr new data. The original data remains till some other file is written over it.

Even with shredders it may still be possible for experts to retrieve much of the data.

A file of memory usually has a header file in the front of it that allows the computer to read the file. A simple deletion program deletes the header so when the computer is looking for somewhere to write it does not see the header file and writes over that section. A shredder overwrites the information with junk so that it can't be recovered with special software. The more times the memory is written over the less likely it is to be recovered.

Bit like shredding paper with a cross-cut. Bits get dumped everywhere, to be overwritten by whatever's passing at the time.
