shore diving is to scuba dive from the shore rather scuba diving from the boat!

Shore diving as stated above is starting and finishing a dive from Shore rather than entering off a boat. The area (reef) is close to shore and has a decent drop off.

Some of the best shore diving I have experienced was in Hawaii and the Cayman Islands. But good shore dives can be fun even without a reef.
Just be careful with currents.
