Yes, any North American GSM quadband (GSM850/900/1800/1900Mhz)phone will work. If you are with Cingular or T-Mobile and want to use their service, enable international roaming with them. If you want to use a local iraq sim card, your phone will have to be unlocked
Iraq GSM network isn 900Mhz GSM tecnology so all mobile phones will NOT work there. Agian if you are purchasing the phone in the states, it must be quad-band. As to cell phone manufacturers, Motorola is you best bet, they make a decent selection of Quadband (850/900/1800/1900Mhz) GSM phones
Quadband will cover you in most parts of the world

Asia Cell Telecommunications 900Mhz
Atheer Telecom 900Mhz
Korek Telecom Ltd. 900Mhz
Orascom Telecom Iraq Corporation 900Mhz

Try a phone company called Mobal (they are in NY). Most of the world uses the GSM technology, which does not work with US cell phones. I think one of the long distance providers (either ATT or Verizon) has come out with a World GSM phone.
Also, you need a SIM card that works in Iraq. Most countries have their own cards.

Yes there are services available by the dinar. They costly and not worth it in my opinion. I wish I could provide the names of these companies but i make it a point to forget about mostly everything i experience there.
