You probably need to replace the wiper blade. They are inexpensive and can be purchased at any auto supply store.

Seems like there would be a connecting arm from the drivers side to the passenger side.. making the wipers work together in unison...
That connecting arm has probably come loose from the drivers side wiper.. making the drivers side wiper work good.. while the passenger side wiper is stationary.
The arm could be under the dash.. or under the hood.

Take a good look at the wiper when the wipers are turned on. It could be that the wiper are is stripped. So the mechanism is working, but the wiper arm is just spinning.
If that is the case, pick up another one at a salvage yard. It is a real quick fix.

Gnurled wiper shaft may be stripped. A great fix(I did it on wifes car) is to take the wiper arm off the shaft.Take a 1" piece of 14 gauge solid copper wire and pound it flat to paper thin. Lay it on the shaft and reinstall the wiper shaft over it. The copper acts a soft shim stock and will conform easily to the shaft.
Saved me alot of hassle and its still working problem free after 120,000 miles!

Wiper arm has probably become disconnected. To fix this, take off the black plastic piece on your windsheild wiper, then reattach the arm. Reattach the plastic piece.

That could be a brake problem or the wheel bearing may of seized up on it so have someone pull both of the rear wheels off and check the brakes/bearings carefully.It maybe easier or cheaper to simply buy the rear hub assembly and replace it then just trying to replace the bearing.
