Commander's Badge of the Order of the British Empire (Military division) The Most Excellent Order of the British Empire is a British order of chivalry established on 4 June 1917 by King George V. The Order includes five classes in civil and military divisions; in decreasing order of seniority, these are

Knight Grand Cross or Dame Grand Cross (GBE)
Knight Commander or Dame Commander (KBE or DBE)
Commander (CBE)
Officer (OBE)
Member (MBE)

Only the two highest ranks entail admission into knighthood allowing the receiver to use the title 'Sir' (male) or 'Dame' (female) before one's name, such as Sir Clive Woodward who is a KBE.

There is also a related British Empire Medal, whose recipients are not members of the Order, but who are nonetheless affiliated with the Order. This medal is no longer conferred in the United Kingdom, but is still used in some overseas territories and Commonwealth nations.

The Order's motto is For God and the Empire. It is the most junior of the British orders of chivalry and has more members than any other.

I might be wrong, but I think most of those orders are given "on advice" of the Prime Minister whereas Honours such as the "Order of the Thistle" are, I think, solely in Her Majesty's discretion.

As others have said the CBE is the 'Better' honour.

The highest honour the Queen can bestow is membership of the Order of the Garter. It has no more than 25 members, so to be 'elevated' a vacancy has arise through the death of one of the Knights. The Queen has the gift of membership herself, and unlike other 'honours' does not have to take direction from the government.

CBE = Commander (of the ) Order of the British Empire.
MBE = Member (of the) Order of the British Empire.

CBE is higher, MBE is lowest of the low and totally worthless as are all so-called honours.

There are awards higher than a knighthood.
The highest honour that anyone can receive from the Queen is the Victoria Cross with Bar. You have to be very very very special to get one of those, it cannot be bought with love nor money. Usually you pay for it with your life.
