You first try to carryout system restore to a day previous to the day when there was no virus or any problems. It may be a few weeks or months back. You have to decide the date. Detailed instructions are posted at http://fixit.in/systemrestore.html The problem will be solved. Then,You insatll a standard antivirus soft ware such as Norton, AVG , Avast ( free antivirus software and Ad-aware, Ewido ( free spyware removers). You can download free softwares at
http://fixit.in/antivirus.html and http://fixit.in/spywareremover.html
After running the virus scan delete all temprory internet files including off line content and also unwanted files and temp. files. Finally, carryout a defragmentation . Your system will be back to the normal...!

You might have too many programs running at once.

Open internet options in control panel.

Click advanced on the top right.

Click restore defaults ("Restore advanced settings" in IE7).

Remove the checkmmarks from Enable install on demand (both of them, IE6 only, 7 doesn't even have them as an option.

Remove the checkmark from Enable third party browser extentions.

Go to the bottom of the list and check TLS and SSL (all types).

Click OK.

Open Add and Remove programs and clear out any programs that may be interfering with your internet connection (Search assistants, anything to do with 'rebates, deals, money (except MS Money), bargains, media access, and anything that mentions 'security' without being specific (security toolbar, ect).

Close all open windows and try your websites again.

edit: Actually this sounds like a secure website issue!

Open command prompt and type in:

regsvr32 softpub.dll

then click enter.

You probably have some adware or a virus slowing down your connection to certain web sites. Try running command prompt and typing ping www.yahoo.com, if takes anywhere over 60ms to respond then you have an issue with your connection/PC, if it doesnt its a problem with your PC.
