Yes, banks can not stay closed more than 2 days in a row. Hope this helped you.

No.

Whenever the stock exchange (Wall Street) is closed, banks are generally closed.

One exception to that is my bank, Compass Bank. There are at least 2 "bank holidays" that Compass doesn't close for.
