I know it has to deal with a man's sperm count but what does it actually mean? Does it mean he has bad sperm?

That means that he is sterile and can not have a women pregnant.

It's not bad sperm but it's deadend sperm who just died away of old age or boredom. But so many more live ones swim around quickly so it's not a real life tragedy.

"Shooting blanks" means a man has no spermatoza, but has the ejaculate (fluid). I had a vasectomy in 1977 and have been "shooting blanks" since. No more whoops or sorry.
