Walmart and the box stores like Home Depot and Lowes have large selections of inexpensive, but usually common, seeds. Don't assume that all will grow in your area, as the displays are typically the same all accross the country.
If you know nothing about seeds, play it safe and look for the packs that reference "All America Winner". They are good in all parts of the country and are usually easier to grow with good disease resistence.

Forget Walmart. Buy from companies that stand behind their products and know their product (testing etc). Burpee.com, Veseys.com, Dominion Seed House, Thompson & Morgan are all good choices.

Wal-mart and Target are two places where you can buy seeds. However, they may not be seeds indigenous to your location. Big stores get produce shipped from all over the country and it may not be suitable to your local climate.

Local hardware and garden supply stores sell seeds and plants tolerant of your local climate.

Also, seeds can be obtained online.

Depending on what seeds you want. Walmart sells about any kind of seed you could want except for illegal plants.
