If I've already started a project (say, a book) and I'm a few chapters in, I go back and start re-reading what I've written so far and start editing it. As I edit it, my "juices" start flowing and by the time I get to where I last left off, I've got stuff in my head...ready to add to the story. So for me, editing my work helps me get going.
To start a project off, though, I just write out notes and tidbits of dialogue and "force" myself to start that first chapter, however crappy it turns out to be. And then I have stuff to edit...

Personally, I usually spend some time reading some writing tips either online or in one of my books. Everyone is different though, and it can be worse or easier to get over for some.
Some think that there isn't such thing as writers block, but in any case we need to get our creative juices to flow.
Below is a site I favorited becasue it has articals on pratically everything I have questions about. From motivation, to characters it's been a real help.
Best of luck to you!

Just start writing. I know that you don't know what to write about but try free writing about something really abstract, like; pirates, a man named Jack, a captain of a ship, a descriptive paragraph about the room your in, or something that interests you at the moment. It doesn't have to make sense. That's what free writing is- a bunch of nonsense written down to help you come up with a story. Hopefully this helps you get over your writers block, and good luck with whatever your writing!

The way to get over writer's block is to break your daily routine. Do something different that you don't do every day, and it'll get your imagination running again. Or try free-association writing, it helps a lot sometimes.
I get writer's block a lot as well, and the way I usually get over it is by breaking my daily routine. Trust me, it really works. Good luck, I'm sure you'll get over it soon.

If you're a writer you cannot afford to have writer's block. You just have to write. Write anything. Quit thinking about writing. Do it. And, I do understand that writing is a very difficult task. That's why not many people are actually writers - although many complain that they have "writer's block." Writers write.

Try to come up with a main character for your story. Write down a description - male, female, eye color, etc. etc.
Then take this character and imagine then in some odd place or scenario – anything goes! Write down ideas on what would have to happen to your character or how they would react to the scenario you placed them in.
You can do this for multiple characters if you like.
This may seem futile, but it will help you flesh out some characters and give you insight into what you may want to happen to this type of character in a potential story. You may even come up with multiple story lines!
Strong well crafted main characters can inspire readers to love your story as well as drive you to write a great story for these imagined beings so be in! :-)

I do this thing called Brain Gym. First you take in a deep breath and place your arms above your head then bring them back down to your sides, sort of like in ballet. You do this about three times breathing in and out. Then you place your right foot on the oppisite side of your left foot and cross your arms, bringing your crossed arms into your chest. You put the tip of your tongue into the top of your mouth and imagine all of the ideas that you want to write about but have a hard time doing. Imagine the most ridiculous things on the planet and think about how they relate to your topic. After that, you uncross your arms and shake them. You uncross your legs. Then you reverse everything. When you are done, once more you do the arm thing like in ballet, breathing in and out. Then you say, "What I create today is mine. It's mine" then you say "it's mine" in French which is pronounced (say- mwah) and then in Spanish which is pronounced (es-mee-oh)
I hope this helps you.

For me, I stay up really late, have a few glasses of wine and just write whatever comes to mind. After a while of writing, even if it is crap, my brain starts to get into the mode and I can get back to the project at hand.
