Gerald Ford became President Aug. 9th, 1974, after Nixon resigned. There was no VP for a few weeks. On August 20 Ford nominated former New York Governor Nelson Rockefeller to fill the vice presidency he had vacated. Rockefeller was confirmed by the House and Senate some days later. I think the laws are different today, as the Speaker of the House would be #3 in line.

Nelson Rockefeller was the Vice President for Gerald Ford. However, there is no automatic succession for the Vice President as there is the president. The Twenty-fifth Amendment states that the Vice President must be confirmed by Congress, if he is replaces by one that was elected. There are no Constitutional rescrictions for the replacement of the Vice President.

The speaker of the house would be president only if the President and Vice President were not able to fill thier office.

Succesion goes Article 2, Section 1
VP
Speaker
President pro tempore of the Senate
Secretary of State
Secretary of Treasury
etc.

After the 25th ammedment to the Constitution the President could appoint a now VP if the office was vacated (FDR death propted this).
